Description: ปัจจุบันกรมทางหลวง และกรมทางหลวงชนบท ซึ่งเป็นหน่วยงานรับผิดชอบโครงข่ายทางหลวงและทางหลวงชนบทของประเทศ ได้มีการพัฒนาชั้นข้อมูลเชิงพื้นที่โครงข่ายทางหลวงของแต่ละหน่วยงานไว้แล้ว อย่างไรก็ตาม โดยที่ชั้นข้อมูลเชิงพื้นที่โครงข่ายทางหลวงของทั้ง 2 หน่วยงาน ยังไม่สามารถเชื่อมโยงต่อเนื่องเป็นชั้นข้อมูลเชิงพื้นที่เดียวกัน ซึ่งทำให้เป็นปัญหาและอุปสรรคในการใช้ประโยชน์ข้อมูลโครงข่ายสำหรับการวิเคราะห์ในภาพรวม และการเผยแพร่ข้อมูล กระทรวงคมนาคม โดย สำนักงานปลัดกระทรวงคมนาคม จึงได้ร่วมกับกรมทางหลวงและกรมทางหลวงชนบท พิจารณากำหนดแนวทางในการปรับปรุงชั้นข้อมูลเชิงพื้นที่โครงข่ายทางหลวง และทางหลวงชนบท ให้มีความครบถ้วน สมบูรณ์ ทันสมัย และสามารถเชื่อมโยงโครงข่ายเป็นระบบเดียวกัน เพื่อทำหน้าที่เป็นชั้นข้อมูลพื้นฐานเชิงพื้นที่ ( FGDS ) สำหรับการใช้ประโยชน์ของกระทรวงคมนาคม และการแลกเปลี่ยนข้อมูลกับหน่วยงานอื่น ตามที่ได้รับมอบหมายจากคณะกรรมการภูมิสารสนเทศแห่งชาติ นอกจากนี้ กระทรวงคมนาคมจะเป็นเจ้าของลิขสิทธิ์ข้อมูลพื้นฐานเชิงพื้นที่ดังกล่าว เพื่อให้หน่วยงานต่างๆ สามารถใช้ประโยชน์ข้อมูลร่วมกันได้ โดยไม่มีข้อจำกัดเกี่ยวกับลิขสิทธิ์ในข้อมูล และการทรวงคมนาคมจะรับผิดชอบการปรับปรุงข้อมูลของชั้นข้อมูล ให้มีความทันสมัยอยู่เสมออีกด้วย
